Speedo Not Working In 89 Lesabre

I Was Wondoring If Anyone Had Ideas Why Its Not Working ,went To Work One Day And Not Working The Needle Jumps When I Turn On Car,took Abart Dash To See If It Had Speedo Cable But I Think Its Electric , I Only See One Plug Going In To Transmission,but Whole Thing Seems Loose ,like The Thing The Plug Plugs Into. Is It Supposed To Be Loose? What Is This Part Called? Thanx!
