Four wheel drive problem

i have a 2003 s-10 with 30k on it. when i push the button for four wheel drive the light blinks and then it says i am in 4 wheel drive but the front tires dont spin at all. i know the truck had flood damage. and i have no warranty with it. i cant figure it out and when i put in 4 low it feels like it is in low but the front tires still dont spin at all. once in a while i think it will go into four wheel drive but i am not sure.
