2000 Beetle without Fog Lights

Help! My 2000 Beetle will not power the fog lights. The Fog light switch illuminiates when pulled, so power is getting to the switch, but no voltage makes it to the lights (the fuse is fine). Is there a relay? If so, where is it located?

There is a relay, it's on the thirteen position auxiliary relay panel, position #1 (top left).

Yes the relay is located on that pannel next to the pedals.
