heater blower motor won't shut off

The blower motor on my '02 silverado won't shut off when the key is turned off. It continues to run on high speed no matter where the fan speed switch is set to. Pulling the underhood a/c fuse allows the fan to shut off. It then works normally on all speeds except high(won't run on high at all). Any suggestions ?? Thanks, Ken.
