Question 1998 Explorer Headlights

Not sure if this has been posted already, I searched and couldn't find to much about it.
I have a problem with my lights, the day time running lights work always but nothing else does. When i push the highbeam/signal forward to lock the highbeams on, they do not come on. But when I pull the highbeam/signal back and have to hold it, the highbeams work.
Then when I turn on the headlights, they just stay on the day time runners. I was wondering if anyone knows what the problem could be.

What year explorer?

What kind of bulbs, are they the standard 55/65W or the touring which i believe are somewhere in the 985/95W range?

Do you have fog lights and if so how are they effected?

My best guess is the hi/low/turn/wiper switch. If you run touring bulbs and/or fog lights you may have very well over loaded the switch. You can get replacements for themfrom your dealer. Just have to pull apart the steering column to access.

2nd best guess, Is the light switch actually even working. Maybe check that with a continuity tester.

3rd and you've probably already checked. Are the headlights on a different fuse as daytime running.
