Help! Some one hit me from the rear. How much would this cost?

Hi, everyone. Today, a loser hit me from behind. He said he is willing to pay for it.. He doesn't wanted me to go through his insurance.

Picture below. My Bumper doesn't look like to had any damage except the paint is peeled off! My Skid looked okay.

The questions are, can this be fix by that spot only? Or do I have to repaint my hold bumper and my skird included?? And how much would this cost?

yes, they can paint that spot only, they would probably charge somewhere around $100-$250 depending on location
