tumbler question!!

I have a 91 gtp w/controls in the steering wheel, and I think that the tumbler in the ignition is shot,I was wondering what is the best way to fix this problem. I was able to turn the key to the on position and yank the key out but I couldnt get the car to start or get the accessory to work. It just freewheels. I have tilt steering and I do not have airbags. Anybody's help would be greatly appreciated!!!!
