Car won't idle when cold?

When I start the car it starts normally(don't have to crank very long) but right after it starts the RPM goes to around 2500 and then falls to below 500. Sometimes it will die, other times it will race back up to around 2500 and do the same thing over again. I had the codes pulled and the only thing that showed up was code 131 - O2 sensor voltage low. everything else checked out ok. Any idea what could be causing this?

Sounds Like A Leaking Intake Gasket. I Had A 95 Monte Carlo With A 3.4 L Engine. It Did The Same Thing When Cold. Repalced The Intake Gasket Which Fixed The Problem. That Engine Seemed To Have A Lot Of Problems With Gaskets.
