98 jeep gc blower problems

no fan output with heater/air control panel. Last year similar problem, removed blower motor and ran fine, check blower resistor, good. By chance moved wires under glove box, fan started to blow hot air. But now is not working again ,so the question is ? Is there a ground wire/wire harness underneath the dashboard/glove box? maybe is loose? where is it located specifically? need help!! midwest winters can be very cold
