94 Dakota electrical problem

Since I have ruled out the fuel pump I am into the wiring under the hood.

I don't believe the ecm is getting enough power. The line from the battery is showing around 8 volts.

I found two fusible links under the washer reservoir - they both seem fine using a connectivity test. (I wonder though if they are partially bad and so not allowing enough power through.

Do you know of any other fusible links?

Any other suggestions.

What do you mean you ruled out the fuel pump.Is the problem that the fuel pumps not running?What is happening.
