94 GM Poor Heat

This is my first posting to this forum.......here goes. My 1994 Gran Marquis doesn't blow very good heat. In the 3+ years I've owned it have replaced the radiator, heater core & thermostat (therm 3 times). Recently had the system flushed. Also the engine temperature although in the normal range on the dash gauge tends to be on the low side.
I've recently gave it to my teenage sons to drive and I want them to be warm during the upstate NY winters. (I also have a 99 GM that has great heat)

I'm open to any thoughts, suggestions. The heat has been poor ever since I've owned it

My 93 GM usually has needle on "O" in normal when up to temperature and it provides ample heat.

I have a 1994 and about every other year with original heater core I remove hoses and using a garden hose adapter do a reverse flush directly through the heater core only and that solves my problem. Also in upstate NY so I know about cold weather.
