Rear wheel lock up 1999 Ranger?

The rear wheel of my 2x4 1999 Ranger is frozen. The wheel locked a little recently while braking. Now, it is frozen locked after applying the emergency brake. Is this a brake problem or rear diff problem?

part two

I should mention, I can drive in reverse and the wheel rear wheel rolls. Going forward it is locked.

Sounds like a brake problem to me. Do you knoe for a fact that your ebrake disengages?

I had almost the same problem with my ranger. I fixed it by jacking the truck up rolling the tire back and forth then went to the other side and did the same thing i havent had the problem since.

I am lucky. It was not the rear diff. The emergency cable was stuck in the on position. $220 replaced both cables and all is fine again.
