Check Engine light with P0421 ...???

I drive a 2000 V6 GLX 4Motion with ~60K miles.

A few days ago the Check Engine light came up with "Emissions Workshop" in the display. I went to AutoZone and had an ODB 2 tool hooked up. Result: 2x P0421 (Warm Up Catalyst below threshold)

Can anyone help me understand what that is and what it will mean in $$ at the dealer or if this is something I can do (or have an exhausts shop, like Meineke's do)?

Could be a catalytic converter (7yr 70k miles vw warranty) Vw dealer has to do a special catalyst test sheet to determine if the cat is faulty. (75% time it is bad w/ that code) If the test comes up negative, they need to test the temp of the cat at 3k rpms.
