Help 77 T/A steering wheel spacer removal

I Have a '77 T/A w/o tilt steering, I need to remove that spacer that the steering wheel attached to, I removed the steering wheel itself and the horn button assembly, I dont see what's holding it onto the steering colum but it wont come off. Any ideas, if you need pics let me know.

edit: should be the same for 70-81

Edit, it was just stuck after 28 years, got it off without removing anything else, just took a little more elbow grease.
