Fuel Problem please help me

Hi everyone. I really need some help with a problem in my fuel system. It might be a problem with the electrical system too, I am not sure here. The issue here is the car will not start. I am not getting the fuel pump to activate but I know that the fuel pump is not the problem. Once the car is going it runs great which makes me think that the problem might be in the electronics of the car, but I have replaced almost every thing that I can think of here.

It seems that the pump is not getting enough voltage from the ecu and fuel pump relay, only 5V, but I can not think of where the draw would be coming from. I thought that it could be a bad ground but I am not sure where to look for it.

Please any thoughts about this would really be appreciated. I replaced the ecu and that helped the problem for about a week but now it is back and I am doubtful that it was the ecu in the first place. I could really use some help, thank you all in advance for your input. I really appreciate it.

how do you get your car going? mine wont even start,unless i put gas in the throttle body. also what motor and tranny you got? and year.
