heater problem for 1987 300E

So I have my temp control all the way up to max heat. When the blower is on the low setting the air coming out is warm like it should be. Now when I put the blower on high setting the temp of the air coming out cools down even though the temp control is all the way up to high heat.

Anyone have an idea? New England winters are wicked cold!
