When do Lvl. 2 parts become available?

I'm at Stage # I think and I got a Tiburon. Do the Lvl. 2 parts come all at once or part by part?

They come in kits. Drive around and find the new shops, that's the easiest way to open a bunch of parts before doing any more races. The level 2 parts start trickling in at level 3.

There are 2. There's a body shop and a paint shop next to each other.

Enter the heights (there's only one road in), bear left, and you'll see green lights on your right. Both the shops are in there. If you get to the sharp right hand corner, you've gone too far.

This is entirely from memory, so I apologize in advance if this is not 100% accurate in advance.
