MIL Eliminators

I have three questions for everyone:

Does anyone know how to make a MIL Eliminator for a 1998 Crown Vic Police?

My car seems kinda sluggish since I gutted my pre cats and removed my other cats, would installing MIL Eliminators help this? If not what should I do?

Any other advice for simple modifications for my vehicle?

Re-install the cats?

would reinstalling high flow cats make the situation better?
