96 Sephia has no fire and not getting fuel??

We have a 96 Kia Sephia. Parked it one night and it was running fine. Went out the next morning and it would crank, but not turn over. Check engine light has not come on. Talked with a service man at Kia and he said probably timing belt. Checked and timing belt is okay. The car is not getting fire to the plugs and it is not pumping the fuel. Can't find a shop manual for it anywhere. Anyone ever heard of this problem or have any ideas?????? Bought this car used a year ago and didn't pay a whole lot for it so we're trying to avoid paying high dealership costs for them to troubleshoot it. Thanks for any info!!!
