wierd clicking

i posted this same problem a couple of days ago. my sis 97 escort wouldnt start so i took off the starter and found the bearings in it were bad so i replaced it. well since then i had to also replace the battery. now i get this weird clicking from this junction box thats under the air filter and the car wont start. even after i turn the ignition off i can still hear this clicking from this box and see the check engine light flash with the clicking. Now i have talked to a mechanic over the phone and he tells me that there is a fuse near or around the starter. my question to anyone is have they ever had to change this out for any reason or even had the same problem?

now second i also heard that it could be the stock alarm system causing the problem some how. any input to my problem will be helpful.
