check engine light and air bag light are on!

Hi. I drive a 1999 hyundai accent with approximatley 76,000 miles. It's in pretty good condition, but my instrument panel has been very colorful and bright for the past few months because both the check engine light and air bag light are now on! I've taken the car to the family auto repair shop and they say that teh check engine light indicates that there is something wrong with the gas emissions, but it is not a dire repair. So this light has been going off and on for a few years, and I don't even notice it anymore. However, the air bag light lit up one day. I researched a little about it and apparently there may be water in the air bag. I don't know which one and what it all means. Does this mean that the air bag won't deploy or will deploy anytime? I want a little background information before I take it to the Hyundai dealers. Frankly, I don't have a saleswoman attitude and I want to make sure that they aren't going to charge me a fortune and do nothing to help the situation. Please help - and hypothesis or ideas would be very much appreciated.
