4 low on and off

My problem is that sometimes the 4 low goes into gear sometimes it does not.When I first start the truck it won't come on. Like it is if you got to warm it up, like say you drive it down the road in 4h in the winter. Then when I get home or park somewhere it well most likey come on. It even did this in the summer also.
