92 Explorer, Engine Plug Leak or gasket problem

Hi everyone, i have a terible leak in my explorer, supposedly coming out of where the engine plugs are. It is gushing clear water out. I had someone look at it who said something about a bad engine plug or gasket problem. I was wondering if anyone could recomend how to check to see what exactly the problem is, how difficult it is to fix, and if anyone can recommend an honest, trustworthy, and reasonably priced mechanic in the Portland, OR area.
