Question 1983 Subaru GL. Can anyone help me??

Hi everyone, to begine i fixed the Vaccume hoses they are all hooked up right. The Tranny still doesnt want to shift into drive. i can shift manually into first and secound, but when i shift into drive it down shifts into first. when i fixed the vaccume hoses i get better idaling and exelluration. (sorry for any spelling mistakes), i changed the the Tranny Fluid its new, the filter is still good, i just dont know what else it could be, any help would be helpfull.

clean the governor assembly. take off the round cover on the passenger side of the tranny, the governor will pull out similar to a distributor. soak it in cleaner and take it apart what you can, reinstall it. it donthave to go in a certain way as long as the gears mesh. inspect the gear and make sure its not worn. this most of the time will solve the problem. all automatics from 82-94 share the same components if you need to find a better part
