1999 heater control problem

Fan works, temperature control works, direction control doesn't work, can't get air directed to floor or defroster air only comes out dash vent. I have replaced the heater control unit with two different units and the problem is still the same, all fuses are good. Any suggestions would be appreciated

Thanks for suggestion Chuck, There is a mode actuator, located under the dash and above the gas pedal, that controls the air direction flow, mine was defective ........... part was replaced ........ all is good
