2001 Dakota Stuck In Low 4x4

2001 Dodge Dakota Sport is stuck in four low. I turn the switch on the dash and it flashes like it is going to go from 4 low to 4 high, but it then reverts back to 4 low. I have the transmission in neutral and I checked all of the fuses. This is the first problem I have had with the Four wheel drive. Anyone have any ideas on what it could be?

The owner's manual says you have to be moving, I think it's between 0 and 5 mph, to switch either from or to 4 low. If you're sitting still it won't switch.
