92 se quad 4 won't start

I checked the icm it test good, test both coils, replaced coil housing and new spark plugs still won't start i know i'm getting fuel the pump is working get fuel to injectors, but when i turn the key my dash lights don't come on i check fuses they seem to be fine i will check again but are there any other fuses that i should check to see if they are blown any one with any ideas?
