Brake Light Problem 97 Windstar

Help I have a 97 Windstar and the brake lights are not working. The two main brake lights do not work but the third brakelight does work.
I cannot find a blown fuse (or even the fuse fro the brake lights as I do not have a manual for fuse id) and I have checked both bulbs and they are good. any help would be appreciated.

It looks like the splice S308 may be bad. That is where the single wire form the front divides into three wires. The splice is most likely on the left side. The wires are light green, according to the diagram.
