brakes drag...

I own a 93 SL1 (disk brakes front and back; model with ABS)
I've recently had a complete brake job done -replacing calipers and rotors (old ones were pretty gone...)
There seems to be a little drag on all wheels when I turn them by hand I can still turn the rotors no problem, but there is some resistance and I can hear hissing/dragging sound from the calipers - the pads are definitelly touching the rotors. -Is this condition normal or should I be complaining?
Also another q:
Haynes manual says a scan tool needs to be used when bleeding the brake system when one has ABS- what for? I'm not sure if the shop I took it to did use one.
I need to bring the car back the second time to the shop (Sears) so I am trying to make sure there's nothing more wrong with the job that I know for sure is wrong
btw. Choosing this shop was a mistake I think.
2 days after the job my handbrake failed-
The problem was one of the calipers on the rear- which took me an hour to convince them of ( they were playing around with the brake lines before they conceded.
So they replaced the faulty caliper.
Now on the same wheel the handbrake is not returning - remains engaged after I relesed the lever- I have to go underneath the car and push the lever on the caliper each time I use the handbrake... ( i ave manual so this is quite inconvenient)
