four wheel drive won't engage

Looking for ideas as to what I am up against for possible repairs and $ on my '98 F150. I turn on the high and low range 4 wheel drive and it makes a sound like it wants to do something but stays in 2 wheel.

I have the same problem with my 2000 F150. How did you fix your problem getting into 4 wheel drive?

It turned out that the front axle actuator needed to be lubed. Easy fix.

Great! Where is it, what does it look like, and how do I lube it?
