2000 gp se 3.1 wont start...sometimes

When starting from a hot engine or cold I get different symptoms. [1] when I turn it over the solonoid clicks like the starter is not engageing. [2]when I turn the key nothing at all happens [3] when I first turn the key to start it all the dome lights dash lights etc... go out for a second, when they come back on the clock is reset back to 1:00 [4] it will turn over fine but will not start [5] If I try to start it and nothing happenens [like the battery is dead] and I leave the key in the "on" position the speedometer indicator moves up to around 30 mph then falls back down , the tach moves up and falls the dash lights "ficker", the dome lights get very dim ...this last for about 20 seconds then all of a sudden the dash lights return to normal the dome light gets bright all flickering stops...everything returns to normal, but when i try to start it nothing at all! I have replaced the key [the key has a resistor] I have replaced the starter, I took it to the shop and the computor said the anti theft was open and shorted so it was replaced also. I have cleaned all the grounds. Can anyone help??? Got any ideas???
