Horn not working!

I was wondering if anyone has had any problems with their horn in the early 90's jeeps, I need to get mine inspected and it won't pass without it any suggestions on where the horn is or how to fix it?

I have a 97 xj. It has two horns. One located in front of the front driverside tire behind the bumper and the other on the right side of the jeep also fwd of the tire. You'll have to drop the liner to access the horns. They're cheap enough to replace instead of repairing. I would remove the existing horn(s) and apply power directly to the horn to see if they're working.

Horns

There is a horn relay,on the 89' it's right by the left kick pad on the drivers side.Make sure the relay is tight,mine will stop working and all I have to do is squeeze the relay/connector and it will work.
