Why does this car have a light and plug but no harness?

My friend told me her 99 Altima has two side lights right next to the regular driving lights towards the center of the car (next to grill) but that she could not find where to connect them. I checked but there are bulbs in there, a plug where the bulb is mounted and no harness on either side. why does this car have two lights that dont fubction? its a 99 altima.

If nobody has a better idea, I would say it originally had no lights, the front end got wrecked, and somebody salvaged the front clip off another car that had lights. Did she buy it used?

Are you sure it's a 99? My wife has a 1999 Altima GXE and she doesn't have those bulbs there. The only thing she has are the headlights, parking lights and fog lights. (which I installed.)
A friend of mine has an 01 Altime and those inner lights are the signal lights. It does sound like someone installed the wrong headlights.
