How can I tell if the new thermostat is sticking and either not opening or not opening all of the way?

Given the history of your problem, I'd remove the thermostat and put it into a pot of water. Put the pot on the stove and turn on the heat. While the water temp is below the thermostat opening temp, it should be closed. Once above, it should fully open.

If you have a pair of tongs, then remove the thermostat from the boiling water and let it cool down a bit, you should see it close. Then back into the hot water and watch it open.

When you remove it, make sure you had it in right the first time. (No insult meant, just making sure everything is covered).
