97 Cougar headlight assembly

Ok I have a major problem with discoloration or oxidization on the outside of the headlight assembly..I have tried everything to remove it! I do not know what is safe at this point to apply but it really is knocking my light brightness to nada! Any suggestions! Please help i hate to think I will have to purchase new ones! Thanks !!!!
