How do I know if the clutch fan needs to be replaced on an 88 Cherokee with 4.0?

with engine cold and turned OFF, the fan should spin easy, when the engine is hot and turned OFF it should spin , but with a little resistence.

I spins with resistance when the engine is warm and with a little less resistance when the engine is cold.
