Question can you convert a GT-R to us specs yourself?

just curious about the skyline..i will be purchasing one next year as i will have the $50k saved to do so. but what im trying to figure out is this...do you HAVE to get the car converted to us specs or can you do that yourself...i would get it registered where my parents live, and where they live state inspections do not require emissions..that being said, all i need is a VIN number to get it registered, right???? please, anyone who knows, email me at [email protected]
