Questions about my jetta

i just bought a 97 Jetta a little while ago. I finished putting the system in it along with installing some sick lighting effects, so now that I done with the inside i want to work on the outside.
How much would a new paint job run me? I dont' want to do anything custom, just repaint the car the stock color (black).
Also, how big can you go with rims? 18? 16? I used to have a Toyota MR2 on 14" and they were too small for me.

rims: 18" is extremely close to being too big (get small ratio tires)
