There is a fuse that provides power to the OBD port. I don't know which one it is but the owner's manual should help.

Fuse #17 in the fuse junction box inside the cabin.
Has there been any recent work done on the anti-brake module, sliding door modules, or any other elect control item? Have you ever checked underhood for harness abrasions at the ac tubing on firewall? |

I had this same problem for 2 months. It is a fuse. A quick check is that the same fuse that supplies the power also supllies power to the cigarette lighter. At least that was the problem on my 2000.
