Angry 96 1.9L Escort overheating problem

My escort is not over-heating but, the radiator cooling fan won't kick on. I have replaced both the hot and cold relay, and tested the fan motor (which is ok) and it still won't work. I am about to rig the fan to a switch and just do it manually. any help please ??????!!!!

The fuse (40amp under hood) is ok. I just read about the EEC and the next thing in the chain would be the ECT sensor. I guess I'll try that next. Thanks for your help.
