Electrical

I have a 89 Suburban. The fuel pump suddenly stops working and the car kills after its been driven a while. Also, the ECMB fuse blows everytime it happens. I've changed the pump, filter and relay. The relay seemed to do the trick for about 2 weeks but the problem is back. Some of the wires are exposed out of their crumbling shell and touching against hot engine. could contact with the engine, even though the insulated wire is intact, be a possible cause? I had adjusted them away from the engine when i changed the relay.
