speedo backlighting in auto head lamp mode

2003 strech. in line 6. ok here is a brain teaser! the volt meter is always pegged low but the system is charging fine. when the car is in gear at night the lights come on as advertised but the instument pannel lights do not come on. when i attempt to turn on the high beams they will not come on. they will come on using the flash feature. if i turn the switch to manual, i can turn the high beams on and the instument pnl lights come on. i cant do anything with the driving lights they are off and won't come on (opeated by a seprate switch). the intesity of the headlighs lightes is brighter in maual than it is in auto, cars flash me all the time cause the intesity is so bright in manual. the problem started soon after i towed my brothers boat to the lake and some water got in the back.

oh, the dealer says its nomal LOL!

Clearly the auto. light system is not working as it should. I would go back to that dealer and start "climbing the ladder". Talk to the Service Mgr, etc. etc. When the lights come on with twilight sentinal feature, all the dash light should come on as well.
