can't find pig tail for code scanner

I have a 89 ford f-250 witha 5.8L motor. It won't start. Went to plug in a code scanner but cannot find the pig tail to make the scanner work. Any help?

Left fender by the hood hinge.

It's under a cap that says "EEC TEST" on it.

The large six sided connector was there but the pig tail was not. Starting to trace wires to see if it broke off in harness.
