I have a 99 and I have managed to program extra new remotes. I cannot remember the exact procedure but turning the ignition on and off 8 times sounds right. I think you then need to press a button on a working (programmed remote) and then a button on the new remote.

The procedure is outlined in the owners manual if you have one. If not I can look it up tonight.

the locks dont do anything when i turn it off and on 8 times. EXACTLY WHAT DO THEY MEAN BY START FROM OFF POSITION, AND TURN IT OFF AND ON 8 TIMES ENDING WITH ON. THEY DONT MEAN TURN THE KEY UNTIL THE ENGINE TURNS ON ? DO THEY?

No they do not mean start the car. The on position is the position where the key is when you are dirving. If you do not crank the engine it is "on" but not running. This is what you want.
Leave the car in the on position after the 8 tries

NO LUCK YET. I WONDER IF I EVEN HAVE IT. I SEE AN ANTI THEFT BLINK ON MY DASH, SO IT MUST BE EQUIPPED.

Re: 1999 Ford Windstar Keyless Remote

Actually the anti-theft is different from the remote keyless entry.

The remote keyless entry is the feature that allows you to unlock your doors, lock your doors, open the hatch (on some models) and activate a panic alarm by pushing various buttons on a remote.

The anti-theft is the feature that only allows one to start their car using a specially programmed key only. If a "standard" key is cut correctly and used it will unlock the doors and turn the ignition but will not start the car. The key has some programmed code that is recognized by the car.

The procedures listed above are correct. You do not have to use an old remote first to program new ones. My Windstar was missing all of them when I bought it, and the two new ones programmed as described above and in the manual.
