Question 97 Legacy automatic, no 4th shift

Hi,
My friend's mother is desparate, she delivers mail with a 1997 Subaru Legacy right hand drive. It will not shift into fourth, but all other gears shift normally, second feels a little strange sometimes, but there will be a shift into 4th gear but not while I was driving it. my friend's mother keeps saying it jumps in and out of 4th. I thought maybe it could be electrical, but I don't know if there is a temperature sensor that could cause it not to shift, my toyota won't go into overdrive when it's cold. The temp gauge appears normal in the subaru. Please tell me if you've had a similiar experience. or if you know about the wiring, please let me know

It could be the shifter. Since the AT has a D, 3, 2, and 1 position. With my AT, i find it sometimes wont shift into 4th cause its slightly pushed into the 3rd position.
