93 Ranger Won't start

I have a 93 Ranger. It will not start. Battery, starter, all of that is new.
The problem is that it seems to "Flood" as soon as I turn the key over. Does anyone have any ideas?

When you turn the key it floods the engine? That dosen't sound right, or even possible. But if it is i would think possibly a bad fuel pump. Which is odd because usually fuel pumps go bad and starve the engine. Oh well. I'd have that checked out by a pro thought guy.

Is the engine light on? If yes check computer, cause I had a bad cpu one time in my 1992 ranger which flooded itself and won't even start unless the engine is warm. So I changed the plugs and temp sensor. No difference. Even if the engine is warm and running, the truck was drinking gas like hell and spewing black smoke like a diesel when I floor the engine. After installing a new cpu, the truck finally started and ran good and the check engine light was out.
