Wind Noise 01'

Passenger window/door leaking air at highway speeds. The noise is driving me nuts. What is the best way to fix this? Do I need to replace the weather stripping or is it the window.

Also I have a rattle under the dash board. I can't figure it out. I have spent hours looking upside down with a flash light. It sounds to be driver side high left by the fire wall. No clue what to do now.
