Clio rear brakes

I have 1.2 clio that has failed it's MOT on rear brake performance at pedal, hand brake is working fine. Just the foot brake doesn't work proper

If its drum brakes, these need to be serviced regularly... I recommend every 10 thousand km. With most cars, a poorly adjusted drum will cause a low pedal feel and a high handbrake.
