buick century wagon brakes

I have a 1990 Buick Century Wagon. I have a low brake pedal. It's got new brakes, new master cylander,and have been bled good. But I still have a low brake pedal. Do you have any ideas on what could be the problem and how I can get a better brake pedal level.

Rear drum brakes have automatic adjusters to take up the slack (wear) in the shoes. If they are not working (or if one wheel is not working) you get a low brake pedal. The adjusters work when you brake the car in reverse and there is slack. They keep the shoes right next to the drum so there's a minimum pedal travel difference. You could try backing up and braking a number of times to see if the pedal comes up.
