fox brake adjustment

Hello:

Hoping that you all can help me, since I was able to get my previous problem solved and my Fox running again. After the emergency brake was applied & released, I noticed that the brakes on my 90' VW Fox seem to rub slightly. It is enough to notice an increased decelaration when the foot feed is released, but not so much that an unfamiliar driving would realize it. I lifted the front tire off the ground to see how freely the wheel would spin, you can hear the brake pad touching the rotor, and the tire makes a rotation or two before slowing. I would appreciate any help you can give me. I had a similar situation with an Audi, the e-brake stuck one winter (after being applied/released) and then seemingly released, before I could quite realize what happened, I did quite a job on my brakes.

Park brake is on th rear drum brakes, are you saying they tend to hold after the handle is released? It is normal to hear the front disc pads touching thee rotor, as long as the wheel still turns fairly freely.
